Our Programs 

Our programs support individuals and families experiencing houselessness in Portland in securing permanent housing and strengthening long-term stability.

Outreach

JOIN’s Outreach program uses a relationship-based, mobile, and flexible approach to engage people experiencing homelessness where they are—on the streets, in encampments, and in vehicles—and support their transition into permanent housing. Grounded in dignity and respect, our work centers each person’s goals, strengths, and path toward stability.

Retention

JOIN’s Retention Program supports individuals and families in maintaining stable housing through relationship-based, participant-centered care. Retention workers provide flexible, in-home and community-based support with housing stability, employment, benefits access, landlord mediation, and basic needs. By reducing barriers and strengthening connections, we help people sustain housing and build long-term stability and independence.

InReach

JOIN’s InReach team works in shelter settings, serving individuals and couples most impacted by homelessness. The team prioritizes engagement with people from historically underserved communities, including BIPOC communities, people with disabilities, and female-identified and nonbinary individuals.

Using a person-centered, trauma-informed approach, InReach provides housing-focused case management—addressing barriers, supporting housing searches, and connecting participants to resources and rental assistance. Once housed, individuals transition to ongoing support through Retention services to promote long-term stability.

Day Space

JOIN’s Day Space offers a consistent, welcoming physical presence in the city where individuals and families can access essential services while navigating life on the streets.

Each day, 80–120 people receive support including showers, restrooms, a mailing address, internet access, clothing, hygiene kits and other essential items, bus tickets, resource and employment assistance, and food for both people and their pets.

Mobile Permanent Supportive Housing (MPSH)

JOIN’s MPSH multi-agency program provides long-term Permanent Supportive Housing through a Housing First approach. The program centers client choice, low-barrier access to care, and relationship-based support for individuals experiencing chronic homelessness.

Participants receive culturally responsive case management, behavioral health support, and peer connection through a collaborative shared-caseload model. MPSH Retention workers support participants in navigating systems, engaging with housing providers, and building the relationships and resources needed for long-term housing stability.

 

Mobile Housing Team (MHT)

JOIN’s MHT program is a Rapid Rehousing (RRH) initiative supporting families experiencing homelessness. As the lead agency in this multi-agency collaboration, JOIN connects families to housing through Coordinated Access and facilitates access to long-term housing vouchers for households with children. The program prioritizes rapid stabilization, providing housing navigation, rental assistance, and supportive services to help families achieve long-term stability and independence.

Leasing & Housing Placement Support

JOIN’s Leasing and Housing Placement Support program expands access to low-barrier permanent housing for individuals and families facing barriers to the traditional rental market, including limited rental history, low income, unstable employment, disability, immigration status, or past evictions or justice involvement.

Participants are identified and referred through JOIN’s Placement and Retention teams. The program provides housing placement support and financial assistance, along with ongoing coordination, to help participants secure and sustain stable housing.
