About the position
The Senior Finance Manager plans, directs, manages, and oversees all fiscal department functions including nonprofit fund accounting, financial transaction management and tracking, budget development and expenditure monitoring at various levels, fiscal analysis and reporting, grant/contract cost analysis and planning, and day-to-day departmental operations. This position ensures compliance with all applicable financial regulations and restrictions, and it assures compliance with finance-related funder conditions specific to individual grants and contracts. The Senior Finance Manager reports to the Deputy Director and works collaboratively with a variety of stakeholders including funders, auditors, team coordinators, and Manager and Director level agency leadership.

Compensation
Salary: $80,000 – $91,000 DOE

Essential Duties and Responsibilities
- Plan, direct, evaluate and manage Agency finances and budget in support of the Agency’s mission. Provide technical assistance for fiscal management to leadership and staff while promoting transparency and accountability at all levels.
- Commitment to and engagement in JOIN’s anti-racism work. Like all JOIN leadership positions, this position will be responsible for supporting the Director of Equity in the implementation of organizational, team, and individual equity related goals. Participation in JOIN’s equity committee and/or caucus groups is essential.
- Supervise the staff involved in the financial process in maintaining Agency accounting systems and functions including accounts payable, fixed assets, accounts receivable, deposits, payments and all internal and external financial reporting systems.
- Evaluate systems and functions to determine conformity to best practices and adherence to Agency values and mission.
- Ensure compliance with all applicable laws and regulations. Manage document retention and destruction in accordance with IRS regulations, funder guidelines, and Generally Accepted Accounting Principles (GAAP).
- Develop internal controls and improve systems to track expenditures.
- Analyze financial data to develop internal and external reports, including support for monthly reporting to the Executive Director and Board Finance Committee.
- Identify and communicate relevant data in order to analyze past financial performance and forecast outcomes with a greater reliance on trend analysis than strict budget conformity;
- Compose narrative and budget reports as needed to support grant applications.
- Monitor budgets to identify issues; work with program managers to resolve expenditure issues. Provide instruction and answer questions relating to budget procedures; monitor and approve expenditures throughout the budgetary period.
- Collaborate with agency leadership to discuss agency finances, program monitoring, coordinate activities and resolve problems.
- Model and encourage direct communication among staff members; facilitate development of a positive staff support network.
- Attendance expected at all required staff meetings.
Education, Experience, Core Competencies or Qualities:
- Bachelor’s degree in accounting or finance. Or relevant experience in a senior finance role
- 3-5 years experience in accounting with a degree; 5-7 years experience without a degree
- Experience in a non-profit environment is preferred, but not required
- Single Audit experience preferred
- Managerial experience preferred
- Demonstrated experience with GAAP accounting procedures
- Demonstrated ability to apply the application of an equity or racial justice lens in your decision-making processes and the promotion of inclusion in your daily interactions. Candidates will have an understanding of the history of racism and how it relates to the communities JOIN serves. This includes the impacts of institutional and structural racism.
Knowledge:
- Principles of budget development, financial reporting, and project management
- Accounting practices in a non-profit environment, including handling multiple segmentations preferred but not required
- Familiarity with Quickbooks online preferred
- Understanding of public sector funding and the requirements of contract compliance
Skills:
- Highly developed interpersonal communication and writing skills.
- Strong MS Office, in particular Excel, applications
Ability:
- Ability to manage, support, and mentor members of the finance department
- Ability to organize and execute work independently, sometimes under the pressure of time-sensitive deadlines
- Ability to work cooperatively and build consensus with other stakeholders within the Agency
Other Requirements and Conditions:
- Must pass a post-offer criminal history check
- Duties are primarily performed in an office environment and require the ability to use a computer keyboard for extended periods
- Also required is manual and physical dexterity that allows for the performance of job functions, including computer use, phone use, copying, filing, and faxing
- The position may require travel within the City of Portland
- May involve time in excess of routine schedule and/or overtime, including evening/overnight, weekend hours, and/or holidays
